chore: Add _inheritance.yml for erp-transportistas
- Created inheritance declaration for ERP vertical
- Defines herencia chain: template-saas -> erp-core -> erp-transportistas
- Documents 8 transport-specific modules (flota, operadores, rutas, etc.)
- Includes normativa compliance (NOM-012, Carta Porte 3.0)
