EPIC-P2-005: UOM Multi-tenancy Sync
- Add tenant_id field to Uom entity
- Add tenant_id field to UomCategory entity
- Add Tenant relation to both entities
- Add UpdateDateColumn for updated_at
- Update indexes for tenant-based unique constraints
