feat(catalogs): Add fiscal catalog components (MGN-005)

- Add types for fiscal entities (TaxCategory, FiscalRegime, CfdiUse, etc.)
- Add API clients for fiscal endpoints
- Add hooks for fiscal data fetching
- Add components:
- FiscalRegimeSelect - SAT fiscal regime selector
- CfdiUseSelect - CFDI use code selector
- FiscalPaymentMethodSelect - SAT payment method selector
- FiscalPaymentTypeSelect - PUE/PPD selector
- TaxCategorySelect - Tax category selector
- WithholdingTypeSelect - Withholding type selector
- FiscalDataInput - Compound component for fiscal data collection
